Quick Synopsis
In Los Angeles, a group of bank robbers known as The Ex-Presidents carry out their heists while wearing masks of former U.S. presidents Reagan, Carter, Nixon, and Johnson. The FBI suspects that the criminals might be surfers, so they assign a young agent named Johnny Utah to go undercover at the beach. His mission is to blend in with the local surfing community and collect information to help identify and capture the gang.

In Los Angeles, a gang of bank robbers who call themselves The Ex-Presidents commit their crimes while wearing masks of Reagan, Carter, Nixon and Johnson. Believing that the members of the gang could be surfers, the F.B.I. sends young agent Johnny Utah to the beach undercover to mix with the surfers and gather information.
