A dangerous airborne virus enters the United States and quickly causes a deadly outbreak in a small town. Colonel Sam Daniels is assigned to contain the virus by enforcing a quarantine in the affected area. At the same time, he must work to prevent the government, including the White House, from responding with excessive measures that could worsen the situation.

A deadly airborne virus finds its way into the USA and starts killing off people at an epidemic rate. Col. Sam Daniels' job is to stop the virus spreading from a small town, which must be quarantined, and to prevent an over reaction by the White House.
